Project goal
• Restoring forests in Tajikistan and boosting the
local community’s income with the pistachio
• Building capacity in the field of forestry for
Tajikistan and contributing to the development
of amicable relations between the two countries
Saxaul project details
• Introducing modern plantation techniques &
establishing and managing a pilot plantation
Saxaul Project Activities
• Establishment of a greenhouse for production of
saxaul seedlings
• Construction of a saxaul nursery (1ha) to
produce at least 150,000 saxaul seedlings per
year
• Instalment of a well for irrigation of saxaul
plantation.
• Establishment of a total of 300 ha of saxaul
plantation in 3 years.
• Conducting capacity building on the cultivation of
Saxaul seedlings and plantation techniques
(employment of 1,720 local people per year,
training sessions held twice a year)
• Construction of warehouse for storage of saxaul
seeds and parking saxaul farming tools,
machinery and equipment.
Pistachio project details
• Improving the seeds of pistachios growing in
forests located in Khuroson and other districts
& establishing a breeding center
Pistachio Project Activities
• Establishment of a greenhouse for production
of pistachio seedlings
• Creation of a pistachio forest of 30 ha and
improving the pistachio seeds
• Construction of infrastructural facilities to
support pistachio training
• Setting the target of providing employment
opportunities for over 210 persons per year
and conducting educational programs for
forestry officials twice or more per year.

• Training programs for building capacity of
forestry officials in Tajikistan

• Selecting an expert in the pool of forestry human
resources and dispatching him/her to Korea for
relevant training and education

A Project Financed by the Korea Forest Service
This project is implemented in accordance with the
Memorandum of Understanding on the cooperation in
the field of forestry between the Korea Forest Service of
the Republic of Korea and the Forestry Agency under the
Government of the Republic of Tajikistan.
The project is implemented by the Research Institute of
Forestry of the Forestry Agency.

Potential development on transboundary cooperation between Tajikistan and Uzbekistan

On November 7-9, in Samarkand, the State Forestry Committee of the Republic of Uzbekistan organized a round table on topic "The potential of developing transboundary cooperation in specially protected natural areas between the Republic of Tajikistan and the Republic of Uzbekistan". Responsible organizations and experts from Uzbekistan and Tajikistan participated to the event.
The round table was organized with the support of the regional programme “Integrative and Climate-sensitive Land Use in Central Asia”, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (German federal enterprise for international cooperation) on behalf of German government.
Definition of criteria for transboundary cooperation, amendments to the Memorandum of Understanding between the State Committees of Ecology of Uzbekistan and Tajikistan, issues of biodiversity conservation, interaction of protected areas with nearby households and strengthening of close cooperation with other partners, experience exchange and coordination of management actions were discussed during the round table.

Green Climate Action Month

The Regional programme "Integrated and Sensitive Land Use in Central Asia" (ILUCA) and the Regional Project " Technology based Adaptation to Climate Change in Rural Areas in Tajikistan and Kyrgyzstan» (TCCA RA), are part of the "Green Climate Action Month", supported by the Green Cluster Office of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Tajikistan, which was held from 21 August to 17 September 2022. The initiative was implemented in cooperation with the Committee of Environmental Protection (CEP) under the Government of Tajikistan to strengthen action on climate change and biodiversity conservation, integrated land use, including capacity building and public awareness.
Thus, at the end of the traditional "Green Climate Action Month", from 15 to 17 September 2022 at the ecological camp "Green Wood House" in the district of Hisar for 21 young environmentalists, involving high school students of secondary schools and students of environmental studies of universities of Dushanbe, an environmental camp "Young Environmentalist" was held, organized by the Committee on Environmental Protection (CEP) under the Government of Tajikistan with the support of the Regional Programme of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) programme "Integrated and Sensitive Land Use in Central Asia" (ILUCA) and the Regional Project "Technology based Adaptation to Climate Change in Rural Areas in Tajikistan and Kyrgyzstan» (TCCA RA), aimed to develop capacity and raise awareness among young people about environmental issues, integrative land use, and potential technologies for disaster risk reduction and management, in particular in protected areas critical for the conservation of flora and fauna.
During the two days there were lectures on integrated land use, technologies and measures for adaptation and mitigation of climate change impacts, including through the use of environmental goods (land, water, trees, etc.), as well as on the Comprehensive State Programme for the Development of Education and Environmental Education of the Population conducted. At the official closing ceremony of the initiative "Green Climate Action Month", Ms. Z. S. Kiyomzoda, First Deputy Chairman of the Committee for Environmental Protection under the Government of the Republic of Tajikistan, and Ms. Sabine Olthof, Country Director of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Tajikistan made opening speeches. At the end of the event, certificates of successful participation were awarded to the participants.
The Regional Programme "Integrative and Climate-sensitive Land Use in Central Asia" (ILUCA), funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), implemented by GIZ, aims to consolidate integrative land use management approaches at the regional and national levels, and improve implementation of measures of existing laws and policies in Central Asia.

Regional workshop on potential for development of pistachio and almonds in Uzbekistan

Regional workshop on potential for development of pistachio and almonds taking into account integrative land use management approaches in Central Asia was organized on 22-25 August in Uzbekistan. Representatives of the forest industry from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan participated to the event. The foresters exchanged experience in the development of pistachio growing, visited a plantation of varietal almonds and pistachios in Gal Aral and a micro -cloning laboratory in the Samarkand region.

The potential of Transboundary cooperation in Specially Protected Areas between the Republic of Tajikistan and the Republic of Uzbekistan

The Regional Programme “Integrative and Climate-sensitive Land Use in Central Asia” (ILUCA) is part of Campaign “Green Climate Action Month” (GCAM), supported by Green Cluster of GIZ Tajikistan, which started on 21 August 2022 and will end on 17 September 2022. The initiative is launched in partnership with the Committee for Environmental Protection under the Government of the Republic of Tajikistan (CEP) to strengthen action on climate change and biodiversity conservation, including in Specially Protected Natural Areas, as well as other land uses.

Within the framework of GCAM, on August 31 to September 3 this year in Dushanbe, at the initiative of the Committee of Environmental Protection under the Government of the Republic of Tajikistan, in cooperation with the GIZ Regional ILUCA Programme, with the participation of experts from various institutions of the Republic of Uzbekistan, a round table on "The potential of transboundary cooperation in specially protected areas between the Republic of Tajikistan and the Republic of Uzbekistan" was held. The event was attended by representatives of relevant state authorities of the two countries.

Ms. Zarafo Sufijon, Deputy Chairperson of the Committee for Environmental Protection under the Government of the Republic of Tajikistan, in her opening speech, noted that the round table is a continuation of the practical activities under the Memorandum of Understanding in the field of environmental protection and effective environmental management between the Committee for Environmental Protection under the Government of the Republic of Tajikistan and the State Committee of the Republic of Uzbekistan on Ecology and Environmental Protection, signed on June 2, 2022.

The representative of the State Committee of the Republic of Uzbekistan on Ecology and Environmental Protection, Mr. Makhmudov Boburjon, in his speech, noted that Uzbekistan and Tajikistan are parties to a number of international conventions, including the UN Convention on Biological Diversity, the Bonn and Ramsar Conventions. It was noted that in the context of climate change in both countries it is necessary to make all possible efforts to preserve ecosystems, landscapes, flora and fauna. Significant results can be achieved only through regional cooperation.

During the round table, participants exchanged information on the status quo of the management of nature parks and nature reserves located in the transboundary territories of both countries and discussed further joint steps to develop transboundary cooperation.

From an international perspective, representative of the International Union for Conservation of Nature (IUCN), Mr. Pietro Sandini, introduced the participants to the important elements of international cooperation, highlighted the environmental, socio-economic and cultural benefits, and shared his experience on possible challenges for transboundary cooperation.

The Round Table was highly appreciated by all participants. Thus, it was agreed between them to continue the discussion in the near future with the adoption of concrete measures towards transboundary cooperation on the joint management and conservation of protected areas of the two countries. Following the agenda, the round table participants visited the Shirkent Historical and Natural Park with the purpose of getting acquainted with the status quo of this park.

According to the classification of the Food and Agriculture Organisation (FAO) of the United Nations, Central Asian states do not have abundant forest resources. Unfavorable economic conditions and population growth are the main causes of intensive logging of existing forests. The lack of a coherent mechanism of modern management practices also contributes to the degradation of forest areas. Together, these factors worsen the living conditions of people and animals, and the stability of regional ecosystems. Therefore, particularly in today’s context of climate change, comprehensive conservation and sustainable use of forest resources are crucial.

ILUMA is based on more than 10 years of practical experience in Central Asia.  Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (German Federal Enterprise for International Cooperation) has piloted numerous land use approaches in Central Asia, together and alongside other organisations and institutions. In the past, different land use management approaches were implemented exclusively within the scope of specific land use types, such as forestry or pasture management.
